WHO CLAIMED THE REWARD MONEY?

Harvey Windsor's name and photograph were put in the media from the 27th February on wards with a reward being offered. .the State relied on the in court identification in 1992 from Sammy sue Osborn, saying Harvey Windsor had been at her house on the 25th February 1988, she lived 5 miles from where Rayford Howard was murdered. 
She had said before the reward money was offered  that someone named Harvey was at her house the day of the murder but she could not identify Windsor before the reward.

Also keep in mind witnesses  that saw  the suspects all said it was not a black mustang they witnessed. Description of car involved in the crimes was described as green, small type Datsun or Toyota..

Why did this information get with held at trial? Why were we led to believe the car was a black mustang?
