February 28th 1988, Suspect named in 2 State killing Spree...Harvey Windsor's name and photograph were put in the media from the 27th February on wards with a reward being offered,I would like to know who it was that claims to off seen him in a car with this tag # we are lead to believe this Tag # had been on a car that was traded from Alton Clark to Larry Green who traded it with Harvey Windsor who then traded with his uncle L.G Windsor, and yet none of the previous owners could even say what the tag # was in fact in court Alton Clark had been shown forms bearing the Tag # so that he could memorize it, this Tag is what they want us to believe connects Harvey Windsor to these crimes which was seen on a stolen Mustang, Sammy sue Osborn who lived 5 miles from where Rayford Howard had been murdered claimed some one called Harvey and Guthrie had been at her house on the 25th February 1988, the interesting bit is there were witnesses who couldn't identify him and also said it was a Green car Toyota or a Datsun, at this same time Sammy Osborn owned a Green Ford Maverick,she never saw the Tag # in fact none of the witnesses saw it , Michael Maxwell said the mustang he saw where Randal Pepper was murdered had BY on the tag ..there are in fact witnesses that couldn't Identify Harvey Windsor,and no Evidence to place him at any of these places, only a partial print on a Cigarette butt claimed to of been in the ashtray in the stolen mustang so they could place Windsor with Guthrie that day..as you can see there were also two robbery's that same day in Franklin County...they were kept out of court as both couldn't Identify Harvey Windsor..The witnesses that said wasn't Harvey Windsor and any Mention of the Green car all was with held from court
